You could back up your Fallout - Voices1.bsa, change the language setting of the game to another language in Steam and then restore the Fallout - Voices1.bsa and setting it to never auto-update again, but the entire UI will be in another language too, absolutely everything. I have heard that the censorship is lifted when you buy the ultimate edition, but to my understanding that is just a pack with the normal version and all the dlc, so it shouldn't change the problem.
